The Texas Department of Transportation and the HMAC presents Quality Control/Quality Assurance Technicians an award for their efforts to achieve excellence in the performance of their assigned duties. This is an annual program to award achievement in Hot Mix and Soils Materials and Testing by HMAC Certified Technicians. QC/QA Technicians are an invaluable part of our industry. This program honors those who strive to be their best and who dedicate their careers to helping the industry be its best.
A technician from each level of Hot Mix Asphalt Certifications (1A, 2, and 1B) and one technician from the Soils and Flexible Bases Certifications (101, 102, 103, 201, and 202) are chosen to receive the award.
How are the Winners Determined?
The HMAC Steering Committee reviews all nominations and announces the winners at the TXAPA Annual Meeting.
Winners are invited to celebrate their accomplishments at an awards presentation luncheon hosted by TXAPA.

Johnny Lozano – Level 1A
Johnny Lozano has worked for Colorado Materials since June of 1987. He operated a quarry haul unit for approx. one year. Johnny showed talent and the aptitude to be much more than a haul unit driver.
Johnny performed aggregate testing in the quality control division of Colorado Materials for a number of years. He continued to expound on his learning abilities and began testing hot-mix. Colorado Materials relied on Johnny’s attention to detail and to his meticulous methods to keep the hot-mix at the very best. Due to Johnny’s meticulous methods, he trains all new employees in our 1A certification program.
Johnny achieved his 1A certification in 1994 and soon became certified for Level II technician.
For the last 32 years, Johnny has shown great dedication and abilities in the aggregate and the hot-mix industry. At the same time, he has raised four successful children and is now helping with grandchildren.
From Colorado Materials, no one deserves this award more.
Danny Meek – Level 2
Danny began his career in the highway construction industry in 1972 working for TXDOT in the Fort Worth Area Office. In 1995, he started working for Austin Bridge & Road as their first 1A Quality Control Technician. In 1999, Danny completed his Level 2 mix design certification. At that time, he started making mix designs for Austin Bridge & Road where he is still their lead mix designer today.
Danny has completed designs on several high profile jobs around the DFW area. Including North Tarrant Expressway, Midtown Express and North Tarrant Infrastructure.
Danny’s work ethics alone are enough to qualify him for this award; however, his knowledge far exceeds his responsibilities and daily duties at Austin Bridge & Road. He is highly respected by his peers, colleagues and others throughout the industry. He is always willing to help in every situation presented to him.
You could not ask for a better husband, teacher, leader, father and Pop’s than Danny Meek. Finding another person that equals his leadership, character and compassion would be next to impossible, as they definitely broke the mold when he was designed.
Manuel Martinez – Level 1B
Manuel started his career with TxDOT in Laredo in 1997 and transferred to San Antonio in 2005, where he worked as an inspector. Our organization was very fortunate in 2012, when Manuel joined the Angel Brothers and Century Asphalt team. Since that time, Manuel’s roles and responsibilities have grown along with a growing company. It is his positive response to growth and change, whether within our organization or within our industry with ever-evolving specifications, that has landed Manuel in his role as our lead 1B. His knowledge, dedication, and commitment to quality helped him earn his position. We rely on him, not only to train new 1B’s and to troubleshoot our own paving jobs, but he is quick to respond wherever he is needed. Many of our customers have also come to rely on him. His positive attitude, excellent communication skills, & attention to detail have made him an integral part of our organization’s success.
In addition to being our go-to Guy in the field, he is a loving and attentive husband to his beautiful wife, Ana, as well as a doting father and grandfather. In all the he does, Manuel spends each & everyday accelerating toward excellence, & it is an absolute privilege to work with him everyday.
Abraham Munoz – Soils and Flexible Base
This year’s Soils & Base Technician of the Year is an Army Veteran with over 18 years of inspection and materials testing experience in vertical and highway construction. After leaving active duty for the military, he commenced the oversight of day to day construction operations for Walmart stores throughout Texas
This individual started working with Alpha Testing in 2006 as the Quality Assurance Team Leader and quickly became the Laboratory Manager. In this capacity he was responsible for all soils, reinforcing steel, post tensioning, concrete, asphalt, stabilization, fire protection, refrigeration, & welding inspection & testing. In 2013 he became the Arias Testing lead technician for the expansion & addition of hangers & support buildings for Boeing at Kelly Field.
Since 2014, he has worked in the PaveTex San Antonio Office. Where he has brought in expertise in testing to every quarry located within the San Antonio & Yoakum Districts. He has tested combined soils & base over 1 million cubic yards in the past year alone. This not only includes performing the quality assurance testing, but also the mix designs to optimize chemical stabilizer contents while accounting for influences from sulfates, friability, durability, and stiffness.
This year’s recipient currently maintains every HMAC certification, multiple ACI certifications, and numerous Building Inspection certifications while leading a group of over 15 technicians. He has also been called on to perform training for numerous outside entities, and pilot programs offered by many certification agencies including HMAC.
Our SB Technician recipient is regarded as an extraordinary leader who shows pride, integrity and dedication at work that also transcends into his family life, and evident in the amount of care and sacrifice that he provides in all aspects.
