Level 1A Plant Production Certification

Level 1A Certification is a one-day certification course that certifies an individual’s ability to test hot mix asphalt produced at the plant in accordance with TxDOT Test Procedures. There is no demonstration or training; individuals must come prepared to pass examinations of associated test procedures through demonstration, verbal and practical methods. Once the evaluations are successfully completed, a final written examination is administered. A score of 80% or higher is necessary to obtain certification.

Every three (3) years all Level 1A Plant Production Specialists are required to re-certify unless they have been certified for nine consecutive years. Re-certification consists of attending the one-day certification class.

A Specialist can re-certify up to one year prior to the expiration date. If certification expires the specialist may not perform any Level 1A responsibilities on a TxDOT project and will be required to attend a Level 1A Certification class to re-certify.   If Level 1A certification expires and the Specialist is Level 2 certified the Level 2 certification will also be inactive.

Federally Mandated Annual Proficiency

All Level 1A Plant Production Specialists are required to participate in the Federal Highway Administration’s Annual Proficiency Program. Participation in this program is mandatory in order to meet the Federal Highway Administration’s requirements listed in 23CFR637 “Quality Assurance Procedures for Construction.”

If a Level 1A Plant Production Specialist does not participate in the proficiency program the Specialist will become inactive. These Specialists will not be allowed to perform QC/QA testing on a TxDOT project until they successfully complete the class again at the Hot Mix Asphalt Center. Since Level 1A is a pre-requisite for Level 2, if a specialist loses Level 1A Certification the Level 2 Certification is automatically inactive.

Level 1A Exempt

All Level 1A Specialists that hold  certification for nine (9) consecutive years will be classified as Level 1A Exempt. As a Level 1A Exempt Specialist re-certification is no longer required. The Specialist is, however, required to participate in the federally mandated annual proficiency program. NOTE: In order to become exempt individuals must call the Hot Mix Asphalt Center to request re-classification as Exempt.
